SBIR Phase III Authority, 15 U.S.C. § 638(r)(4)
SBIR Phase III gives any federal agency a direct line to SBCC, no new competition required, whenever the work builds on our proven SBIR research in data engineering, analytics, and commercial engagement. It is the ideal fit for a contracting office that wants a faster, uncapped, direct-award path to work tied to our SBIR heritage.
SCOPE
SBCC’s SBIR Phase III authority applies to qualifying work derived from its Phase II research across two primary capability areas:
Data Engineering & Analytics (DE&A)
Data engineering, architectures, APIs and pipelines, DevSecOps application development, AI/ML analytics, dashboards, and decision-support tools.
Commercial Engagement & Integration (CE&I)
Needs definition, technology scouting and market intelligence, technology evaluation, acquisition and transition planning, program management, and handoff.
USING SBIR PHASE III
The contracting officer determines whether the requirement derives from, extends, or completes SBCC’s underlying SBIR work and documents the connection to the Phase II effort before making a Phase III award.
